Yes, you can clone this regulatory fragment to a yeast reporter and trasnform into a yeast strain. Then you can screen a yeast one hybrid library to identify proteins that bind to the reguratory region, thus activating yeast reporter in the one hybrid screen. Rating: Excellent!

I have identified a regulatory element. Now I'm looking for the transcription factor that binds to it. As I don't know what is the transcription factor, I don't have a suitable antibody. Is there a way that the ChIP can fit my puprpose.
